Project Background
Jian'an Group faced growing pain points in its tendering business: scattered announcement publishing, offline process flows, difficult file archiving and a lack of transparency. In the traditional model, communication between the tenderee and bidders was costly, review and archiving were cumbersome, and manual management could no longer keep up with business growth.
Core Requirements
Build an electronic platform covering the full tendering lifecycle — from announcement publishing, bidder submission, bid opening and evaluation, to award announcement and historical archiving — with role-based permission isolation and complete operation traceability.
Solution Design
The platform is built around five core modules along the tendering business line: the Tender Announcement module supports drafting, review, publishing and expiry archiving; the Procurement Tendering module handles bid document upload, deposit registration, bid opening records and evaluation scoring; the Award Information module aggregates award results automatically and supports public announcement; the My Bids module gives bidders submission progress, status queries and a historical bid archive; the Bulletin Board provides open announcement and policy publishing for all staff.
Technical Highlights
A role-based permission system isolates four roles — tenderee, bidder, evaluation expert and administrator. All key operations are fully logged for audit purposes. Business constraints such as submission deadlines and evaluation rules are centrally enforced to reduce human error. The responsive interface adapts to both PC and mobile devices so staff can track progress anywhere.
Customer Value
After launch, the entire tendering process became fully digital. Announcements and award information are centralized, processing efficiency improved significantly, and full traceability makes every transaction verifiable — laying a solid foundation for the standardized and scalable growth of the enterprise's tendering business.
